This 9 September 2026 review explains the revised EPBD transition dates. The European directive and national implementation rules are different regulatory levels.
Document and date
Directive (EU) 2024/1275 entered into force on 28 May 2024; the Commission gives 29 May 2026 as the national transposition deadline. Reaching that date does not prove identical implementation in every country.
New buildings
The Commission explains the zero-emission standard for new buildings owned by public bodies from 1 January 2028 and all new buildings from 1 January 2030. This does not mean every existing home must already meet it.
Terms are not interchangeable
EPBD zero-emission terminology is not identical to voluntary Passive House certification or grid independence. Check definitions and the assessment method for the relevant regime.
For a specific project
Identify the country, building type, stage, permit date and current national legislation. Do not apply the directive as an automatic replacement for Ukrainian DBN requirements.
Review limits
This review does not audit every EU country’s implementation or assign universal numerical thresholds. The next editorial review target is 9 October 2026; project decisions need jurisdiction-specific verification.
