Building Energy Efficiency in Ukraine: Regulatory Map

Legislation, building regulations, calculation standards and voluntary certification serve different roles. Establish which parts apply to the particular home.

Legislation

Ukraine’s parliamentary database identifies the Law on Energy Efficiency of Buildings, No. 2118-VIII of 22 June 2017. It provides the legal framework; obligations for a specific building require the current text and its exceptions.

Regulations, standards and methods

A building regulation sets requirements within its scope; a method defines how assessment is performed. An ISO reference alone does not establish national adoption or legal obligation.

Energy certification

Do not assume that every private home either requires or is exempt from certification. Applicability depends on the building and current legislation and should be confirmed by the responsible professional.

Passive House

PHI provides a separate criteria and verification system. A successful PHPP result is not automatically a Ukrainian energy certificate.

Inputs for a new home

Provide building use, geometry, location-specific climate, assemblies and services. Align area conventions and operating scenarios across calculations.

Where to verify

Use the parliamentary database for legislation, the construction register for regulatory records and official standards catalogues. Checking a link does not imply access to a complete paid standard.
